  3. Years ago i remember New York was the Crime capital of the world, Murders robbery's and misdemeanour's, A New Mayor was elected, He was hard liner. He instructed the police to arrest anyone who committed any Crime, Including littering, Guess what, it became a safe place with all crime going down, His attitude was take care of the Small crimes and people will think about not doing the big crimes because they know for certain they will be Prosecuted and probably jailed..
