Only the missiles that did get through were intended to. Successfully targeting the F16 base was the principle part of the message. Iran was making a very powerful statement here. The West needs to restrain or, better still, remove Netanyahu now. If allowed to, he will continue to escalate this very dangerous conflict in order to save himself from political oblivion and possibly jail.
