  1. Absolutely. And you put your finger on it straight away by referring to royalty and the tradition of top down authority. All organisations of size, both public and private, should be obliged to have mechanisms to facilitate employee exposure of wrongdoing and there should be full legal protection for any employee who uses it. Democracy is meaningless if it stops when we enter the workplace.
