The idea of an annual "spill-over" assessment is an excellent idea but first of all we need a major debate about what tax should do - providing money for spending is only part of the story - and how it should be done. There are people who have a vested interest in the anomalies and unfairness and it will be an uphill struggle to make meaningful corrections.

@bregawn Yes. You're right about that. But it is a means of accounting for it - taking the appropriate amount out of circulation to prevent inflation - and for re-distribution.
