  1. We still have a workhouse mentality in the UK. The poor are to be blamed, shamed and shunned. When I point out the disparity between tax lost to evasion and avoidance next to the piffling amounts lost to benefit fraud or error, middle-class people always say "Ah, but tax is taking OUR money away from us, whereas these people are just getting handouts they haven't earned." It's a rather nasty side of British culture, I'm afraid. It will take a long time to turn this attitude around, but we should try.

  2.  @vickysharpe11  If you mean The 1834 Poor Law, yes, it has. It was replaced by the National Assistance Act in 1948.
