Neither Canada nor Mexico offered any concessions whatsoever. The promises to strengthen the border had already been made BEFORE Trump levied his idiotic tariffs. He caved in because the two countries had declared that they would levy counter-tariffs on US goods and these would have hurt "Red" states the most. Trump was forced to back down by his own supporters and donors. He hadn't realised that other countries have agency too. He thought that he could punch down without being punched back. Big mistake. All he's achieved is demonstrating that he's an imbecile who doesn't understand foreign relations.
