  1. It's quite simple. The better off vote because politicians tend to reward them for doing so. Poorer people don't vote because, even when the candidate of their choice (usually ostensibly "left") is elected, they get betrayed. This sets off a vicious circle where politicians tend to ignore the "underclass" because they don't vote, causing them to withdraw even further from the electoral process. The danger to democracy is clear to anyone who is paying attention.
