  1. NO. These commuters probably have money. If anybody should be paid, it should be the Hong Kongers in the "Cage Houses", the Cardboard Collectors, Cleaners, etc - people whom don't have that much money.

They may care more about money, than their own health, but THEY HAVE NO RIGHT TO PUT THEIR FELLOW HONG KONGERS @ RISK. Considering how DENSELY POPULATED HK IS, this is another FAILED POLICY of Lying Lam. Now there is community outbreak of the virus in the Hong Mei House, via the pipes; similar to what happened during SARS.
