It was Deng Xiao Ping's mentor, Premier Zhou En Lai (also met w Kissinger + arranged the Nixon-Mao meeting: Shanghai Communique) whom 1st proposed in 1963 "The 4 Modernizations", in agriculture, industry, national defense + science/technology. But Zhou was stymied by Mao's "Great Leap Backward" + the "Cultural Annihilation". It was only after both Zhou's + Mao's deaths, and the elimination of the "Gang of 4" that Deng was able to process with reforms.
