The lameo was criticized for his actions + then he apologized for the incident. If he is "so wise", the incident should NOT have occurred. You can imagine what the lameo does when he is not being filmed.

It is matter of appearance; that India condemns this brutal attack on visitors, which will help decrease the present criticism of India + aid/restore tourism in India. If only the tourism minister, essentially a nobody in global politics, apologize, it will be interpreted as India being callous to the safety of visiting foreigners.
