I actually like the idea of Unanimity. Keeps discontent between states from rising (that and the ability to leave if they wish), something 1860s US had an issue with. Can you imagine if only majority or qualified majority were used for collective bargaining agreements? The shareholders who outnumber the employees would get their way and never let them get a pay raise or better working conditions. As far as the Hungarian and polish situations, why couldn't both be put in question and thus remove both their vetoing power via forced recusal since they are both the ones in question involved?
