So while a court would handle, if found guilty, that would likely be the punishment. I see it more like law and order glossing over the legal process. Historically, other countries implementing such mutilations would be equally as reprehensible. Luckily, most countries don't do this nowa. Japan & South korea have shown that a law biding society can exist without such ungodly mutilations.
