Belgium??? Ok, gonna try to explain this to an American...not trying to be condescending. Govt in parliamentary systems (UK, Canada, Belgium, Japan) means the executive. When a govt resigns, it becomes a caretaker govt (some may say no govt for dramatic effect). It's essentially where the prime minister and cabinet do administrative tasks only - no new bills or policies introduced...think lame duck.

@LuchadorMasque it took the Federal govt to electrify the rural areas as it wasn't profitable for private corporations.

@yuegonghuamei6685 without govt means "taxes" and "fines" are given to a mob organization or private police company...for your protection. Who are you going to call? Likely they'll ask for money. You say how much. They ask How much you got. Think taxes are bad now at 15% average income tax rate, 7.5% of payrol, and $1000 property tax? Wait until it's "oh, you can keep 15% of the pay you earned for us...for not being a troublemaker."
