Parliament sets the fees, and the prime minister (queen in council) appoints the board. Any cabinet member who disagrees with the prime minister is free to resign. CGTN is owned by China Media Group. The president and state council (cabinet) appoint the board. Whats the difference? I am only referring to the state-run media (no connotation intended) of BBC, RT, CGTN, etc. I am not a fan of one party states nor communism. China mirrored BBC in its setup.
