Two things: 1) could the law that states genetic information cannot be copyrighted be used for photos of people (might be an EU law)? 2) could the celebrities hire a photographer to take pictures of the paparazzi stalking them and their families and post online? (The celebrity could say the paparazzi photographer is a famous person because they are following famous people.)

  2. This should be seen from a consent point of view. Photographer needs to ask for permission to take picture. No means no. If they do it anyway, then the photographer has committed photo assault. If convicted, he would need to register as a photo offender any time he moved and would need to stay away from cameras under penalty of jail time.
