Virginia, Pennsylvania, or Maryland could have had that distinction, but the founders did not want an asymmetrical federation. Thus, the reason DC is not a state. The Canadian capital of Ottawa is in Ontario, on the border of Quebec. Guess which two provinces hold the most power in Canada? I would actually be for cities of a certain size to be given statehood, like Berlin and Bremen in Germany. City-states federated like other states.
