If land rental values are not collected through the tax system, this investment will just lead to a widening of the gap between the rich landowners and kleptocrat minority, and the poverty stricken poor. The gap is the biggest driver of migration. The EU should just remove its tariff barriers unilaterally and leave the rest to markets. The manic scramble for markets is a relic of discredited seventeenth century Mercantilism. The EU should keep its nose out. The Chinese intervention will go sour in the end. Most of Africa will remain an economic and political basket case for the foreseeable future. It is the tribal structure.
