  2. An important reason why manufacturing has shifted out of western countries is because western tax systems have pushed up the cost of labour. It is not generally understood that the burden of taxes nominally charged to employees in reality falls on employers. To avoid what is effectively a payroll tax, the production gets moved abroad. Tax reform is overdue in all western countries.
