  1.  Moni Penny  It is not the point. The US government should have an effective Land Value Tax and the Syrian government should charge for the value of the extraction rights eg by open auction. If governments do not make people pay, in tax or royalties, the full value of their country's land rent or natural resources, it is nobody else's fault.
