  1. He is declaring Martial Law. The government will be closed again, and he will declare 1.) It is illegal for any federal court to take cases while it is shut down, and 2.) National Emergency which is easily parlayed into Martial Law. Now some people are scared, finally, that he will come out of this as Dictator for life. If there is a National Emergency because he says there is, then he must declare Martial law and take over the country because Congress is not protecting the people from the Emergency!
