So money is allocated for specific things, but when the states get the money they do not use it for what it was allocated. Like the clowns that used Pandemic money to bus or fly immigrants from the southern border to well to do Northern states and dump them. Further that they defrauded the immigrants to get them to go! Clear crimes committed but Americans alive today will all die of old age before it will occur to them that all that was illegal, but no one did anything about it. And this attitude about how stuff has to be a guaranteed win before the law will even remotely entertain bringing charges or even investigating. Not how honest people do things. All corrupt.
