How do you account for , in places they actually have some testing, not the USA, of course, they are finding people who tested negative after testing positive , and then later tested positive again? When you call a hotline they ask questions until they get an answer that disqualifies you from testing. You could very clearly have Covid-19, but if you can't be tested, you won't be counted.
