  1. Trump has to get the country into a condition that qualifies as a National Emergency in order to justify taking over the country. National Emergency in the USA means Martial Law. The President can put soldiers on the streets and they can shoot citizens freely, the President can make or change any law, etc. There is no provision in the law for a limited National Emergency to build a wall. The President says he is preparing now to declare Martial Law, just like in other countries where a Dictator took over by declaring Martial Law to "save the country" .
