These organizations take up a tremendous amount of money, much like the US Government, and if held to a strict accounting would come up very short, like the US Government. Inspection every 40 years? And we all know that rebar not imbedded 6 inches into the concrete is guaranteed to rust and spall. Much cheaper to have it just below the surface. It's always the money.
