He is hinting that he already has the arrangements made to declare a National Emergency which in reality is Martial Law. It's Trump, remember! Laws and details mean nothing to him. He will stop all investigations, personally confirm any one he wants to do anything he pleases, change or make any law, put soldiers on the streets to kill American citizens. Sounds crazy?
