So the National Emergency empowers the President to make or change any law. The President has already established that the Congress and the Republican picked courts will do nothing to stop the Commander in Chief from deploying troops in this country. He publicly says if they have to shoot people OK. Under the National Emergency the President can deploy troops to "keep the peace". Remember he establishes that the country is unable to govern itself by declaring a National Emergency essentially saying"the Congress and courts are not able to protect the country".
