We can attend regular town hall meetings, where everything is previously mapped out by the officials, and the citizens who do attend usually have no idea what's going on, as motions are made and automatically seconded. Plus, it is never, or rarely, advertised in advance, when important issues are to be decided, because those who stand to profit from the proposals do not want residents to oppose their plans.
