The U boats were also wreaking havoc off the US east coast during the second happy time and Singapore had just fallen. The Royal Navy was the only navy in the world in early 1942 capable of taking on the axis and it was still incredibly overstreched. Having Tirpitz roaming around the atlantic is the last thing they needed

Germans had deep bunkers that meant htey could survive the prelimnary bombardment. A third of the british shells fired were also duds, fused incorrectly, or were air burst shrapnel shells, useless against barbed wire. These problems were fixed later on.
