Austin The American The Japanese thought they could weaken the US Navy by attacking first with an air strike at Pearl Harbour, then using their early advantage to give themselves the strategic advantage. The remnants of the US Navy were to be destroyed in a decisive battle the Japanese could fight on their terms, hopefully where the Japanese were close to their supply lines and strong and the Americans were overstretched and far from theirs. Note that this is the strategy Japan famously used in the Russio- Japanese War navally- note however, that the Americans were actually competent, unlike the Russians. The other worry was that the US Navy was building up, and if they didn’t attack soon, the USA would attack them on their terms, with an even stronger navy.
