If there is viable documentation and the victims can file with the Hague, I think they should. If an arrest warrant is out, then the USA can decide whether to cooperate or not, just like Russia does. The individual can be apprehended if they get caught outside the USA, just like NAZI war criminals did. Do you think Ukraine has something like Assad? I wouldn't be surprised.
