Douglas is not really getting to the point of police behaviour; it's not laziness that drives them, it's moral zeal to find wrongthink. And this is directed at the native population. The establishment is mostly white, but is riven with racial guilt, and its purpose is to assuage this guilt with anti-white policies and reverse the persecutions that they believe white people are uniquely guilty of.
