Dinosaurs were very adapted to their niche, their role, etc....
You don't need a big brain when you are a T Rex and all your body just fit your apex predator role, just being smart for being a good hunter, like all predators.
On an other hand, ancestors of the humans were not really specialised, didn't had natural weapon, protection, etc... The intelligence, the capacity to find new solutions and learn , helping to adapt, was a big plus.
And in evolution , you have in addition a part of chance, the human line had the chance to get some mutations helping to raise intelligence.
