Russia has twice given them the opportunity to release civilians since they’ve been in the steelworks and they haven’t. Why haven’t they been allowed to evacuate long before? Why aren’t they being allowed now? It’s pretty obvious, and there’s footage and eyewitness testimony of Azov refusing to allow civilians to evacuate and using them as human shields, look for it it’s not hard to find
