  1. These two are scapegoats. No paramedic should be pronouncing anyone dead, they aren't skilled to do that. That's a fundamentally broken system. Their job should be to provide as much as aid possible, and when safe to do so transport them to a hospital. Only a fully qualified and registered doctor should ever be pronouncing death. Ever. Period, no exceptions. Fix the system
