  1. How would it wipe it out exactly? Do you understand that this report is about such abuse being caught on camera but no charges being possible? More filming wouldn't solve anything. It would make them more careful about where they do the abuse at best. Ultimately the issue here is that that majority of people working in social care are low to no skill migrants recruited from the developing world at below minimum wage rates. This issue will not be solved until overseas recruitment from developing countries is banned, and enforcement of IR laws commences.
