  1. This plan has nothing to do with refugees. A refugee is someone whose asylum claim has been successfully processed and they've been found to meet the domestic criteria for asylum. All refugees are temporary and must return to their county of origin once the conflict or regime which makes them eligible for asylum has ended. The people this plan is about are people whom have made an irregular border crossing and have subsequently claimed asylum. Claiming asylum does not automatically make someone a refugee nor does it automatically make their claim valid. No, asylum claimants are not entitled to work during their initial processing period. That isn't just domestic law, it's part of the refugees convention.
