The post office has its own legal system and own legal authority with its own prosecutors. That's how this whole scandal happened in the first place. This wasn't the PO referring to crown prosecutors. They've had their own prosecutors since the early 18th century, so we're talking around 300 years here. They derive their authority directly from the crown and not parliament. How do you imagine a senior leadership in an organisation who are a law unto themselves, can be charged? What needs to happen is the law granting that authority to the PO needs to be repealed, which would require a decree from the crown as that is the basis of their authority. Once it is repealed, if it is retroactive to 1999 then we can talk about prosecution. Not really until then. As for Fujitsu, well their leadership are in Japan so good luck trying to prosecute them.
