An asylum seeker is someone whom is seeking temporary asylum in a host country under the refugees convention. A refugee is someone whose application for asylum has been successfully processed and they have been found to meet the domestic criteria of the host country to receive asylum. If a refugee leaves their host country to seek asylum in a second host country, they become an asylum seeker again because their claim needs to be processed again and in the context of the host country they have left where they were already granted refugee status.
