70%-80% of council budgets is social care depending on whose figure in this story one accepts. That's an astounding ratio of spending and completely unsustainable. Edit: If these services exist, and try to meet every demand they experience then such demand will grow indefinitely. It doesn't seem to be a funding problem, it seems to be a services problem. Not all things need to be funded by government, private funding is a thing. If your organisation can't manage to attract private funding you've either done a poor job communicating the benefits you provide, or the services aren't considered all that valuable despite what the service provider and clients might think.
