I mean, to claim this is solely a government problem misses the forest for the trees. The system relies on foster carer volunteers willing to take children in. Government can only do so much to encourage people to volunteer. Increase the financial incentive too much and you attract more of the wrong crowd whom only want to exploit. This isn't an easy problem to fix in any way shape or form. Instead of "speaking to power" she should direct that speech to the public in order to campaign for more of the right people to volunteer as foster carers.
