If ignorance was a mitigating factor racism would rarely be a problem, because most racism is born of ignorance. If you watch the full video she readily admits that being Hispanic and having Spanish on his drivers licence is her justification for denial of service. That is textbook racism. He tells her multiple times that Puerto Rico is part of the US and that he's a citizen. She allows her racial bias to ignore him. She has a smartphone in her hand the entire time and uses it during the interaction. She could have simply looked up if Puerto Ricans were US citizens, but she chose not to because of racial discrimination. When someone is literally telling you the motivation for their behaviour is racism, you should listen to them.
