  1. It's something dodgy dealers do. They get certified for WoF and then buy junkers are auction for cheap, rubber stamp them with an WoF and sell them at a ridiculous price for what they are. It's a well known scam the world over. That's where the sleazy second hand car dealer stereotype comes from. It's why you should never buy from off market lots, particularly ones that are willing to give you finance no matter your credit history. Those guys are always selling vehicles that aren't roadworthy
