  1. I believe Chinese corruption has a long history through the many empires of China. The rules in that letter would have applied the same for a magistrate in the Qing Empire. Those 8 rules show that the corruption is not only systemic, it is cultural. Being cultural, it cannot be easily eliminated. The attitudes and behaviors of corruption run very deep.
