To keep 'within the law' regarding his solitary confinement, I would suggest that the 'establishment' will shift him from prison to prison yet keep him in isolation, not to keep him 'safe' but to try to break and humiliate him. As far as the prison service is concerned, they are 'doing their job' by keeping him in solitary for the maximum of 2 weeks but moving him to another prison to start another cycle of solitary until he has served his sentence.
