@Terp-daze the agreements made in September 1990 were only for the reunification of Germany, in which it was agreed that no NATO troops would be deployed to East Germany. this was not about extending NATO membership to new countries in the east. this was confirmed by Gorbachev in 2014, who was the Soviet Union's president during those agreements. Putin has simply re-interpreted the story to suite his own disinformation narrative
