Well, in war you never stay at the same location for long...they have probably moved their head quarters long ago already...a stationairy head quarters is a bad idea...

Naah, the US only stands 40% of the support and Europe is just in the begining of ramping up production and support, mind you Europe is a great powerhouse, and the US never gave more than a fraction of a % of their GDP, Europe is ready to give multiple percents of their GDP to put an end to Russian agression. The US is done with Europe, see you in 2029 or 2033, whenever they fix their government.

When you have a three times smaller population and that much smaller military, not being conquered is the victory...Russia not taking all of Ukraine is loosing...learn what war is before you speak

Yea, because Ukraine is not getting the support they need (I mean if we let it slide Russia has the go ahead to invade any none NATO country), they need boots on the ground yesterday, if they got 300,000 troops to cover the less intense parts and act as reinforcements, they could easily start gaining ground and drain the remainder of Russias military capacity in a year or so, with minimal losses for the west.

It is a LiDAR, it spins to illuminate the surroundings with a laser dot matrix (infrared so not vissible), it messures how long it takes for it to see the dots and with that it can calculate the distance to the dots, the more dots the more detailed of a 3D scan it can get into it's computer, based on which it can navigate and interact with the enviroment. LiDAR is commonly used as scanners for land surveys, object 3D modeling or autonomus drones, or as backups for crewed vehicles for emergency manoeuvres like breaking, change of direction etc. TL;DR: It is a laser scanner, the spin is a way to easily scan wide field of view for the laser. It is more accurate compared to visual cameras.

10,000 destroyed tanks, 20,000 destroyed armored troop carriers, 300 planes, 200 helis, 20,000 artillery and close to half a million men...Russia is the defeated power in this war, they couldn't defend against even North Korea if they attacked, let alone if Nato wanted to put an end to the dictatorship in Russia...

No, the reason is they couldn't use a larger force because they lacked the soldiers, logistics and will of the people... If they wanted to negotiate this is the most expensive way of doing it, several trillion USD in losses to the Russian state + economy.
