“Russian military doctrine,” appears to be abject COWARDICE! If you can’t take a city, you have lost that city. From a practical point of view it’s only rubble and a bunch of infrastructure that will have to be rebuilt! More problems than solutions; more defeat than victory. From a humanitarian point of view, deliberately killing thousands of civilians out of sheer spite is a WAR CRIME. And those carrying out illegal orders like this should be hunted to extinction! The Red Army are famously YELLOW!
