The truthful answer is, Trump can't. Sure, being dumb, he'll ask his lawyers to do it. But they'll tell him he can't. Why?
A) Trump already shot his mouth off. He removed his own hope there
B) Comey doesn't work for the Government now, thus, he is not constrained by executive rules, regardless. So long as what Comey says, pertains directly to the questions asked and he doesn't leak anything of security value (something Comey has had years of on-the-job experience in) he can tell, "the truth, the whole truth and," you get the picture. Trump's first error was firing him.
C) Any blocking of Comey's testimony will be condemning in the court of public opinion. Though this has no legal value, as such, you can bet that Trump's lawyers will be extremely concerned about this. After all, Cohen is exactly the type of shyster who plays to the crowds with manipulated narratives. The "optics" would be so bad, they could lead to further demonstrations and further loss of support within the party
