We know that the universe has a, “smallest,” indivisible quanta, which makes the whole, meaning: There is NOT an infinite number of steps, to overtaking the tortoise. There’s a LOT, but a countable, lower limit. Thus the infinity in the paradox is gone, explaining why we do overtake the tortoise
