The rumour I heard was that Russia would start by limiting cash machines and bank tellers to a maximum 10% of what’s in the accounts, or just an arbitrary upper limit, per day, or per week, or something? But quite often, as you will doubtless know, the mere rumour will be enough to start a run on the banks, once it spreads. To your question: I would recommend destroying those Rubles by simply spending or exchanging them and adding to their problem. Speed up the process of Russia’s financial crash by doing what Russia doesn’t want you to do; exchanging them for dollars . . . plural, singular.
